I don't want the population to reach more than 25, but I'm thinking that it will go over. There is no radio beacon to recruit them, so they are just coming to the outpost all on their own. I want them to at least be at 80% happiness, right now it's 87%. I don't have any of them farming and I really don't want them to farm. I have 13 unassigned! But, that doesn't stop more from coming in. I read that if there were more than 5 unassigned raiders that no more would spawn. I only have 7 of those raiders assigned to something. I have 20 raiders at Nuka World Red Rocket, there's probably more now.
